I looked at several biodegradable facial wipes before deciding on the Ourmed Life Face Clean Towels. The price of $15.19 for a pack of 3 (100 count each) was incredibly reasonable. These dry wipes are very soft and so gentle on my sensitive skin.

I use them with my oil-based cleanser, and they do a fantastic job of wiping off all the makeup and grime. The wipes don't break apart or leave lint on my face, which is a big plus. They could be slightly thicker, but overall, they're a great balance between quality and price.
